The Situation of Human Rights Defenders in Armenia: Annual Report 2025

The report presents documents cases of violations and restrictions targeting human rights defenders (HRDs) in Armenia during the period from 1 January to 31 December 2025. It is based on the results of systematic monitoring conducted by Human Rights House Yerevan, as well as on verified data obtained from sectoral non-governmental organizations, international human rights mechanisms and organizations, open-source information, and media publications.

The monitoring focuses on identifying patterns, trends, and key developments affecting the safety, security, and operating environment of human rights defenders. In addition to direct violations, the report analyzes broader structural challenges, including financial pressure on civil society organizations, increasing levels of hate speech and disinformation targeting HRDs, and the growing use of Strategic Lawsuits Against Public Participation (SLAPPs) against journalists and human rights defenders.

By documenting individual cases and contextualizing them within wider political, legal, and social developments, the report aims to provide a comprehensive overview of the human rights defenders’ situation in Armenia in 2025, to raise awareness of existing risks, and to contribute to evidence-based advocacy at national and international levels.
